On May 4, 2022, the Friends of Multilateralism Group (FMG) organized a brainstorming session to discuss Carbon Adjustment, Climate Change and WTO Reform, based on the recent papers: Border Carbon Adjustments: Should Production or Consumption be Taxed? of Will Martin, Senior Research Fellow in IFPRI’s Markets, Trade, and Institutions Division, and Can EU Carbon Border Adjustment Measures Propel WTO Climate Talks? of Gary Clyde Hufbauer, Nonresident Senior Fellow of the Peterson Institute for International Economics. Bernard Hoekman, FMG member, Professor and Director, Global Economics at the Robert Schuman Centre for Advanced Studies, European University Institute moderated this session.
Will Martin; Gary Clide Hufbauer; Ignacio Garcia Bercero, Director in charge of Multilateral Affairs, Strategy, Analysis and Evaluation at DG Trade in the European Commission; and Alice Tipping, Lead of Sustainable Trade and Fisheries Subsidies at the International Institute for Sustainable Development shared their insights about carbon adjustment, climage change and WTO reform, followed by discussions among participants.
Nearly 50 participants joined the brainstorming, including members of FMG, Ambassadors/DPRs of WTO members, and representatives from related international organizations and experts from renowned universities.
