Former EU Director General, DDG of the External Action Service

Hervé Jouanjean spent most of its career at the European Commission where he joined the External Relations Directorate General. After an experience as policy officer on enlargement, textiles policy and GATT, he was subsequently Head of the Unit in charge of the External dimension of the Internal Market (1989-93); Deputy Head of the Permanent Delegation of the EU Commission in Geneva to the International Organizations (WTO and UN) (1993-1995); and Director of DG Trade in charge of WTO and OECD (1996-2003). Between 2003 and 2007, he was deputy Director General in the now European External Action Service, in charge of Asia (including China) and Latin America. In both positions, he played a leading role in the negotiations of several important FTAs between the EU and third countries. He was subsequently appointed Deputy Secretary General of the Commission in charge of inter-institutional relations and was inter alia the “Ambassador” of the Commission at the Permanent Committee of Representatives and G7 FASS. Between 2009 and 2014, Hervé Jouanjean was Director General for budget and financial programming.

Hervé Jouanjean subsequently joined a major French law firm where he was responsible for the firm’s client representations relating to European affairs, including trade policy, and provided strategic advice to companies facing complex issues combining technical and political dimensions. Before joining Cassidy Levy Kent in November 2024, Hervé Jouanjean spent five years in the Brussels’ international trade practice of King and Spalding, providing both technical and strategic advice on major trade policy and other trade-related matters.
